This morning, House Majority Whip James Clyburn (D-SC) suggested that Democrats have enough votes to pass the Senate health care bill in the House if President Obama’s ‘fixes’ were adopted using reconciliation. Clyburn stressed that he had “not seen what the president’s proposals are” but said that the House could pass the bill with more than 219 votes if what he’s been hearing about the bill is accurate:
CLYBURN: Well, you know, I do believe that we got to 219 before. We got there with some people holding out for things we have not gotten in the Senate plan and other things.

The President’s moves to the left are not insignificant, but it’s not clear if it will be enough to sway reluctant progressives, angry at the White House for almost leaving reform at the alter in the aftermath of the Massachusetts election. So far, House Democrats have only acknowledged the release. The chairmen of the three House committees with jurisdiction over health policy, Reps. Charles Rangel (D-NY), George Miller (D-CA), and Henry Waxman (D-CA) issued a general statement praising Obama for “moving in the right direction.” House Speaker Nancy Pelosi (D-CA) also only went so far as to say that Obama’s plan “contains positive elements from the House and Senate-passed bills.”

On January 28, 2010, the Department of Health and Human Services promulgated a final rule which expands the National Practitioner Data Bank (“NPDB”) by incorporating the requirements of Section 1921 of the Social Security Act. Section 1921 requires each State to adopt a system of reporting to the Secretary certain adverse licensure actions taken against health care practitioners and entities by any authority of the State responsible for licensing of such practitioners or entities. Additionally, each State must report any negative action or finding that a State licensing authority, a peer review organization, or a private accreditation entity has finalized against a health care practitioner or entity.
These expanded requirements match the current State reporting requirements to the Healthcare Integrity and Protection Data Bank (“HIPDB”). Section 1921 requires that the new regulations be implemented in a manner which avoids the need for an entity that must report information to both the NPDB and HIPDB to file two reports. Thus, reporters responsible for reporting the final adverse actions to both the NPDB and HIPDB will now be able to submit only one report per action to the Department’s web-based system.
Two new sections were added to existing NPDB regulations at 45 CFR part 60 to incorporate Section 1921 requirements for reporting of specific data elements to the NPDB. Section 60.9 was added to address reporting of licensure actions taken by State licensing authorities resulting from any formal or official proceedings. Specifically, this section requires the reporting of a health care practitioner who, or entity that, voluntarily surrenders a license. However, voluntary surrenders and licensure non-renewals due to the non-payment of licensure fees, changes to inactive status, and retirements are excluded from reporting to the NPDB unless they are taken in combination with a revocation, suspension, reprimand, censure, or probation, in which case they are reportable.
Further, new 45 CFR § 60.10 requires each State to adopt a system of reporting to the NPDB any negative action or finding that a peer review organization or private accreditation entity has concluded against a health care practitioner or health care entity. Private accreditation entities are now required to report determinations of less than full accreditation that indicates a substantial risk to the safety of a patient or quality of health care services. Additionally, peer review organizations are required to report any recommendation to sanction a practitioner.
It is important to note that the NPBD reporting requirements for hospitals and other health care entities are not affected by the implementation of Section 1921

Both Congresswoman Louise Slaughter and Senator Lamar Alexander have spoken during this summit with strong objections to such parts of the reform as preexisting conditions and who will have the power in the reform: doctors or the U.S. government.
Lamar Alexander had a heated discussion with President Obama which had both men interrupting each other. Alexander requested that the current bill be shelved and a new one be started from scratch.
Republicans claim the current health care reform proposed will raise taxes for Americans,have more regulations and also cause insurance premiums to rise for consumers.

A trainer got killed at the Florida SeaWorld following an attack by a male ‘Killer Whale’ on Wednesday. The authorities tried to depict her death of Dawn Brancheau 40-year-old occurred by falling into a whale-tank but the eyewitnesses revealed she was killed by orca “Killer Whale.”
The horrifying incident occurred at the famous SeaWorld entertainment theme park Florida in the presence of audience when a 12,300 pound male large fish orca “Killer Whale” just leapt out of its water tank, opened its huge mouth and returned to water; with its teeth gripped on the body of the poor trainer.
The Orlando theme park incident occurred on Wednesday and the entertainment park management and police later confirmed that Dawn’s death didn’t result off an accidental fall into whale’s pond as the authorities stated earlier, rather she was killed by Tilikum the huge male orca whale that attack the experienced trainer while the onlookers watching the whole thing.
The animal has been described as a 12,300 lbs orca and according to an executive at the SeaWorld Chuck Tompkins, confirmed later that it dragged Dawn into water thus before anyone could reach to help her; the poor trainer was already dead. Tompkins further added that the investigations are ongoing and eyewitnesses are being further questioned.
Dan Brown the Orlando entertainment park Florida general manager also confirmed the tragic death of Dawn Brancheau and described the same as “In an incident at our premises today, Dawn one of the experienced and senior most animal trainers, drowned following an unexpected attack by one of killer whales at the park.”
During his televised post-accident press conference Dan further explained that the SeaWorld parks face the most difficult times this afternoon.” It appears that this wasn’t for the first time that this particular male animal had attacked any trainer. One trainer and a spectator had already been killed by Tilikum in various past incidents.

Curling Game Scoring: A short guide to the mystery that is Curling
The rules and scoring patterns of Curling are a stifle complicated for someone not already familiar with the game. But as Winter Olympics is on and American curlers are fairing pretty well so far, there is a renewed interest on the game. So in case you are cheering your native curlers your hearts out, yet at a loss about what is really happening out there, here’s a very very short synopsis. Hope it helps you.
The game consists of ten Ends. Each of the four players on each side throws two stones per end.
The order in which the players appear is like this- first (the lead), second, third (vice-skip) and fourth (skip, the team leader).
You must have already noticed a series of concentric circles in the middle of the ring. That is called the House. You score by moving the stone into the house.
The very core of the house is called “tee” or “button.” And you get the maximum point by placing your stone at the tee.
Once a stone is being thrown, the players can touch it no longer. But they can try to glide it by sweeping the ice by their brooms.
Players always try to knock an opponent stone as further from the house as possible, this giving them greater chance to position their own stones into the house.
You can position more than one stone into the house or tee. In fact, that is what you aim it. For example, if you can place two stones at the tee, opponent finds it harder to sweep them from there.

Communication with the Xbox LIVE servers has been interrupted
Seems like too many users and xbox gamers are all asking why does this kind of message appears? Suddenly, their xbox is not working anymore. All are asking why and how come this communication with the xbox live servers interupted keeps on appearing.

Rams owners agree to sell team to Illinois businessman Shahid Khan
The Rams' ownership instability may be coming to an end.
The St. Louis Post-Dispatch reported that the team's owners, Chip Rosenbloom and Lucia Rodriguez, have agreed to sell the team to Illinois businessman Shahid Khan.
Rosenbloom and Rodriguez inherited 60% of the rams from their late mother, Georgia Frontiere, after he death in 2008. The team has been rumored to be for sale since then as it sputtered on the field.
The Rams, an NFL-worst 1-15 last season, have won just six games over the past three seasons.
Khan, the president of Flex-N-Gate Corp., an Urbana, Ill.-based auto parts company, is based in central Illinois. The Post-Dispatch reported he intends to keep the team in St. Louis.

Plano ISD boundary issue resurfaces in the WSJ
My editor, Clay Zeigler, opened his Wall Street Journal this morning and what did he find on Page 3A? A story about Plano ISD's contentious school boundary changes.
WSJ reporter Ana Campoy visited Plano and used the district's changing demographics and student enrollment growth that promoted the boundary changes as an example of what's occurring in many suburban districts nationwide.

Campoy writes, "Other suburbs with quality schools are undergoing similar demographic changes to Plano, prompting many to revisit boundaries in an attempt to balance enrollment and integrate new students. The situation becomes especially fraught when states rank schools' performance; these ratings influence both local housing prices and college admissions."

This is a wonderful moment to participate in the AP Program ®. Teachers will have more freedom in design education, students will be prepared for analysis on the subject and its implications on the world around them. Because the scope of world history requires students to think in many different geographic levels and time, it is necessary that the college-level course to prepare students to explore the trends and large-scale and global processes that have evolved over the centuries or even thousands of years in different regions of the world. Course content, and have not been substantially revised, now focused on the investigation into five themes, 19, and of course the key concepts in six time periods, from about 8000 BC until the present time.
